Agreed. They're where they are because of a shit ton of dodgy decisions, penalties and the fact that both Liverpool and Chelsea are below par. Hell, West Ham are in contention for the CL place and Leicester have one almost sewn up. That's how badly some of the usual suspects are doing this year.
Chelsea are far more likely to be a title threat next season. I think they're a couple of signings from challenging and actually have a record of making those signings. And obviously Liverpool have a team that could potentially bounce back to something like previous levels with some good signings. The rags are overachieving this year.

Hell they could sign Kev, Mahrez and Stones and still be behind, mainly because Noddy would have Kev in nets and Walker and Mahrez switching rolesI think they are more than 2 or 3 signings away to being anywhere near us, I think that's a crazy comment to make to be honest. I don’t think it’s by design neither, I’m sure Pep would have wanted to pick a fully fit Sergio all season, we buy a striker and Sterling gets his form back that’s a lot of extra goals weighing in. I think this City team can improve and this is a transitional season of Pep rebuilding, we haven’t done bad 6 points off winning the league, a league cup and reached the semis of the champions league and Fa cup.

A club with their budget should be embarrassed and ashamed to even be in that competition. It’s literally a participation trophy for big club failures, you have to be bad enough to be in it. Not seen much mention of the relative cost of the teams they’ve faced either
