Imagine you rent a luxury apartment on a very long lease - several lifetimes. Can your landlord compel you to take in lodgers for a couple of years, against your wishes? I am no lawyer, and I haven't seen the lease, but I very much doubt it.
Perhaps the rags are sounding the council out. If they say no then the rags simply couldn't close the swamp for 2 years.
The council would have to ask us what we would agree to. I do not think we would ever agree to it and I do not believe the council would or could force us to allow it.

City own the lease for the stadium and own all the land and infrastructure around it outright so I would say this was an impossibility.

They weren’t protesting when they signed CRonaldo Sancho and Verane last Summer, instead they were actually out celebrating. They have changed their DoF like they demanded last season. They are looking like getting a good coach in Ten Hag. They are constantly spending fucking hundreds of millions on their team. They’re investing in their training ground like they wanted. There’s talk of anything from investment in Old Trafford right up to completely knocking it down and starting again!
