Burj Khalifa was actually bailed out by the then ruler of Abu Dhabi for whom it was renamed. The capital of the UAE is a richer and better managed city than Dubai. That said I really don't understand accusations of sportswashing and PR exercise for Abu Dhabi and if it comes to fruition for Dubai. It's more of shrewd investment. Plus, no offense to Mancunians, those 2 cities especially Dubai are more "global" and known internationally than Manchester itself.
