Enough time for both the rags and dippers to be upto the same equipped standards that everyone else has to follow.

In the lower leagues if your statium isnt up to standard you cant be promoted. So simply remove both from the premier league until their grounds are up to standard

Agree normal in a the still the ball is blurred and oval shape. In that still the ball is stil round so hadnt been hit/passed. It's at least a frame to early
The foot is only in contact with the ball for approximately 10 milliseconds, where as a still frame from a 50fps TV camera represents 20 milliseconds in time. However, the resolution of the images means that it is difficult to tell precisely when that 10 millisecond contact time took place. This means that there are potentially 4 or 5 frames which could be chosen to show the offside lines.

The fastest players in the PL run a top speed of around 36kmh, or 10m/s. A single frame difference could be as much as 20cm, and 5 frames a meter, or just over a yard.

It's RIPE for manipulation.
