Tent Peg inherited the most expensive squad in the league with the biggest wage bill.
The terrible owners (according to the Norwich scarf waving wankers) gave him another £230 million to spend.
Despite this they're still not seriously challenging for the title.
Pellegrini won the league in his first season as did Conte at Chelsea so all this nonsense about it being his first season doesn't hold water.
There comes a point when they can't make excuses anymore.
I agree with your last sentence but I think you will find that they will.

Oh we both know they'll continue to make excuses and try to polish the turd.
I would encourage all blues to call out the Rag bullshiters when they spout bollocks about transition and how it takes time to build a squad to challenge when you look at how much has been spent over a sustained period of time on transfers and wages.

which phase of transition are they in now.
Some would argue that its still phase one since Slur Alex departed the shithole.
They've turned the corner.
The problem for them is that they've turned so many corners that they're back where they started.
Rinse and repeat, they really are the gift that keeps on giving and they never learn.
