Seriously, given the recent public 'softening up' that's been going on involving the media and various politicians of both Right and Left, it's clearly not just a pipedream imagined by United's Board and supporters. What Ratcliffe wants is Starmer labour to promise tax payer funds to redevelop an area of Manchester then Ratcliffe will find it easier to get sponsors investment from companies to lend him the money to build a new stadium!
If any of this does happen it will be 5 years at least down the line before it be anywhere finished!
As you say, 'if any of this does happen' and there is any such misuse of public funds under a Labour government, I'll tell you what will also DEFINITELY happen.. I'll be writing directly to Keir Starmer to tell him EXACTLY what I think of it all and why, after 50+ years of being a member of the party, I am resigning my membership and cancelling the additional financial contributions I make to the party at both national and local levels.
It is an absolute disgrace for THAT club to be even floating* it as an IDEA alone.
(* no pun intended..!)
