Mao Zedong is at least 2nd in the list the estimate is 30m-40m. The Estimate for Ghengis is 37.5m - though he wins hands down for percentage of the (then) populations.

If they were,
A) you speak to Iran first
B) it is only a ceasefire, if the talks dont work and war resumes,
The mines will play a part in that war. No sensible, non-provocateur sends ships into the disputed area without wanting a reaction.
