My own view is that it was an exaggeration. Russia was involved in troll farms and disinformation, some low level operatives or oligarchs might have met Trump campaign members, surrogates or prospective cabinet members. But that doesn't mean there was a direct line of collaboration between the Russian Premier and Trump
It just means that corrupt politicians/businessman involved in graft on both sides of the Bering Sea tried to cut deals with each other.
