They are able to control events on the pitch exactly how they want to, despite VAR as it currently is, and I doubt that Howard will be allowed to relinquish that by the main cabal members .
All a bit premature as it probably won't happen, but I really don't think it needs to be so complicated. Most challenges would be when a ball is dead. Fouls given, yellow cards, red cards, corners, throw-ins, goal-kicks, corners, penalties, off-sides given, handballs given. The few others can be handled off-field and quickly by VAR when the ball is in play.
And as for a spate of frivolous appeals in the last few minutes, there could only be a maximum of two. And players spend half injury time rolling around with fake head injuries anyway. There are other problems to worry about. Also, the very first time a manager wastes his challenges in the last few minutes and has none to use when the referee misses a clear penalty in the last seconds, will be the very last time it happens.
One of the biggest problems of VAR wasn't that they overthought it, it was that they underthought it. Anotherwords, your argument is I'm making it too complicated, and I would say to that, lets not make the same mistake we did with VAR and focus on "not making it too complicated". In this case we really need to meticulously craft the system to work without problems and in a way that will enhance the game without being too overbearing. We should be sure to close any possible loopholes which you also alluded to.
Remember when VAR was rolled out, it was all top down coming from FIFA itself. FIFA simply threw VAR on all the leagues, and remember for 1 or 2 years the PL resisted implementation of VAR when they could have. VAR was never something that came from grass roots England. It came straight from the FIFA headquarters and one of the big reasons why England has had so many problems with their version of VAR is due to this fact, that VAR was made "in a simple" way, without foresight to all the problems it would have.
So when you say "you're making it too complicated" that's when I worry that they'll take your advice and just throw a challenge system out there without enough details and they'll be naive to think it would work right.
Remember, I'm the guy who doesn't want VAR or a challenge system. And as I can see I'm not the only one. But I'm trying to be constructive here and give FIFA an "off-ramp" to their failed system VAR and help them implement a more sustainable system of selective review with a challenge system. So I'm not advocating for a challenge system, but if that's what FIFA's talking about, if that's what they're considering, then I would much rather have that than VAR if they do it right.
