Aye you could be right, but I think there are plenty of managers who would rather take over a club like West Ham than Zenit. They're a great club, based in a great place if you're rich, and play in one of the biggest football leagues in the world. It's no comparison to Zenit IMO. Maybe he was asked and he turned it down though.
