Either you spend big on new technologies and get the economic benefits of early adoptions or somebody else does it and they see the economic benefits.

Probably because that would be obvious and sensible and we don't do that. Also because we haven't had the results of the £1bn think tank to tell us this is what we should do. Also because we would build shitter bridges than the countries in question could and they would have to be rebuilt within two years. And furthermore no English people would be arsed to go anywhere it is hot or there wasn't the Sun newspaper. We probably offer our services and just get a "thanks but we'd prefer the money please".
