If not Kvradona or Ousmane (release clause) then I like Enciso. Knack for goal and can take on guys 1 on 1 with the best of em. Has the potential to take a game by the scruff of the neck. Can control the tempo but is also more direct than Jack/Bernardo.
Hasn’t played on the wing much but if Jack is hugging the touch line on the left we can have Enciso and KDB/Foden/Bernardo playing a fluent roll on the right.

The 2 biggest examples are Messi and Cristiano Ronaldo...True, but even Kane by the age of 21 was a starter and scoring +20 goals in a season. I would love to be proven wrong, but history is not on their part.
It's standard for players like Mahrez or Kante who were not in an elite team in their teens to need more time to develop, but for elite academy, if you haven't made it by 19-21, more often than not you are never gonna be an important part of the team.
