Definitely Lemmy. In the movie world, An actor assigned to look like a rock and roll star (without make-up) will look like Lemmy. Lemmy is epitome of rock and roll. Also appeared as the cameo cliche rock and roll star in various cartoons from The Regular Show to The Simpsons.

Dave Grohl is a huge fan of Lemmy. There was one docuseries when Dave Grohl talked about how nice Lemmy was to him and his family. And also of Dave Grohl’s emotional but fitting tribute to Lemmy during Lemmy’s funeral. Dave Grohl the icon of rock and roll, and previously 1/4th of Nirvana. He looked up to Lemmy.

The topless guy in the pic is Scott Weiland, looks like that was taken during his time as the Velvet Revolver lead singer, however he was mostly famous as the frontman for Stone Temple Pilots, very talented guy but loved his heroin too much.
