The question should not be why people hasn't got a knighthood, but rather how on earth some other football managers have. Tbh, I think beyond 1966 none of them deserve one.

There have been hundreds of honorary knighthoods given to citizens of other countries for multitudes of different reasons since the first such award was made in the early 1900s. But of those a grand total of two have been for people involved in sport - Pele and former IOC president Jacques Rogge (for his work in making the London Olympics a success).
Based on that precedent, Pep (or any other football manager) won't be getting one anytime soon.
