The reason he's not bothered to learn to speak English is FUCKING OBVIOUS.

He knows that in January 2009, Jose 'Mouy Mou' Mourinho is taking over at COMS so there's little point in learning the language.

His English is fine, just has odd grammar and a thick Italian accent. He's learning English off an Italian translator, probably not the best way.
