It seems to me that Mancini seems to seemingly misunderstand the question by method, as opposed to actually misunderstanding the question. It seems like he is playing with the interviewer somewhat. He goes through the motions but gets away with not actually saying too much by seemingly misunderstanding the questions put to him, which inadvertently seems to cause some people to question the managers seemingly poor grasp on the English language. As some others have said already it seems like he dodges the question occasionally, which is exactly what he is doing while under the guise of seemingly misunderstanding the question.
Seems a bit if a silly thread to me.
