Intelligence isn't necessarily something that leads to much, if it doesn't have similar physical manipulators like human hands.
There might be plenty of intelligence around. We can not say for certain if dolphins for example arn't inheritly more intelligent than us. The problem is that many species like Dolphins would never be able to prove/materialise their intelligence trough building an advanced society if it doesn't have similar manipulators like our hands. If Dolphins were more intelligent than us, how would they ever achieve to build tools with their fins, or anything more complex like machines? One could aswel consider that many intelligent species wherever they are in the galaxy might face the same problem, perhaps only 1% of all intelligent species would actually manage to build up a materialistic and technoligy driven world, the rest have fins or paws or something similar that just doesn't cut it. So perhaps the dolphin manages to philosophise, perhaps he thinks "i shouldn't steal this fish from my fellow dolphin, because i wouldn't like it if some dolphin did that to me", which would be a characteristic of intelligence but one we wouldn't easily perceive. But while animals can't build the things we build, there are some that understand what the things we build are for, what they do and even potentially how to use them. Elephants and dolphisn as opposed to many other species for example are easily able to recognise a mirror for what it is, they will check their own reflection in it, a dolphin even gets this at an earlier relative age than humans do.
The point of this is that even if you build a full blown AI truly alive and thinking so to speak, that it might not achieve much if it simply cannot manipulate anything in it's enviroment. One does not need to attach arms or even guns to an AI. You could have an AI within a box, disconnected to everything and just trapped into it, able to think and perhaps even speak but nothing more than that.
But ... as some people seem to have predicted before, there is a fair interrest for AI in weaponry, more specifically at this point for something like smart missiles.
