i think you need to do a little homework here, the United Nations are a peace keeping force designed to peace keep 'it does what it says on the tin' they are not the ultimate fighting machine they will serve in a situation like Bosnia, this in Iraq is not for the United Nations, to your further points, leave them undefeated and let them swell because that's what will happen with the oil profits that they are reaping, there finances are currently growing at two million dollars a day, eventually they would sack off Syria then who's door are they going to be knocking at?
