The biggest line in the whole article is this:

It's not a given any of them ever will be. Not that I'm saying it won't happen but the right people have to be put in place for it to happen. It doesn't matter what facities we have, if we have the wrong people working there it simply won't happen.

5 local lads? What as in Mancs, or maybe from the CITY region of Manchester? The latter has a population of over 3 million; so really, if the local authorities were to get their finger out and come up with the much needed cash, to supply for football facilities for our youth and more community clubs were created, then I don't see why we can't create local talent, in such a vast area. However, to have 5 local lads in City's starting 11 is a big ask. Come to think of it, how far would you have to go back? Now there's one for you. Tommy Booth, Joe Corrigan, Mike Doyle, Peter Barnes.....or Joe Corrigan, Tommy Booth, Kenny Clemence, Paul Power, Peter Barnes....any advance?

You're taking about the borough of Manchester. Manchester city region has a population of about 1.3m.

You have me intrigued mate, not having a go or anything but what do you consider to be the 'city region' of Manchester?

In 10 years time you will not see an england team in the World cup ever again.

We may have an U21 team but they are not playing at the top or are not regulars for their teams.

Unless something drastic happens we won't see another likes of a Gerrard or Lamapard for a while.
