He put his hand in the small of Silva's back and gave him a little push, subtle but enough to cause Silva to swipe and fall over, definite penalty.

It also looks like the defender's right foot touches Silva's, causing him to miskick. You only need a tiny contact to push your foot offline in the middle of a shot and make you miskick.
