No it wasn't,he was approach in march about the belgium move and he decided after the leicester game
 
PEP We can not give up otherwise we won’t be in Europe. There's less than 40 hours until we play. We have to prepare. Our response is always good and we are used to being top and now we are fighting.

And that's exactly why they didn't win the champions league in those seasons
 
We messed up in summer and failed to capitalize on our dominance last season.
This is the 3rd time this has happened post title wins.
