The things we can't know about that refereeing performance:

Were there any instructions to the players/coaching staff pre-match to say that there would be zero tolerance for dissent/time-wasting.
What the players actually said to constitute dissent.

What we can see with our own eyes:

The referee set the standard for yellow cards early on with the one for the Chelsea player. Greenwood's 1st booking was correct as the challenge was worse.
There was no "hurry-up" signal from the referee prior to her whistling and giving Greenwood her 2nd yellow. Maybe as said above she really didn't realise she was already booked.
The challenge on Hemp by Lawrence was probably the worst in the game but no yellow card.
The additional time added to the end of the game was ridiculous. 8mins was possibly justifiable but to then add on another 50% to that was unfathomable.
 
That's true. I've read the same ref was quite lenient with the Liverpool players against arsenal last week regarding time wasting, so maybe they just need to be more consistent, which seems impossible these days
They never were, we just have cameras everywhere now to highlight the inconsistencies.
 
About the 26 seconds "delay", these are the numbers for last season in the Premier League, for context

To clarify it wasn't 26 seconds. From when the actual foul was committed to when she blew to send her off was 26 seconds but from blowing the whistle for the free kick to be taken was only about 12/13. Need to see it again but initially Greenwood went to take a short free kick but not only was her teammate being marked but the possible the Chelsea player was less than 10 yards away. She then reset to look to play a longer ball but the ref blew to card her. If 12/13 seconds is considered time wasting then there will be a lot of cards this season

Oh, I don't think so. I can't seen another WSL player getting booked for matching the time Alex G took. I thought the time taken was about ten or twelve and then someone posted 26. Yer not wasting time getting yer arse off the floor, dusting yerself down. Yer wasting time addressing the ball. No addressing the ball, faking, changing yer mind that PL opposition goalies are prone to do at The Etihad, happened to an extreme degree. The joke of a ref had lost all semblance of controlling a game between two competitive and talented teams and she completely buggered it up! The only people who thought she handled the game appropriately are the same old farts who get wheeled out whenever there is controversy and their brief is terminally to kick it under the carpet and hope people have short memories. Heaplis was hopeless.
