It doesn't work like that though mate. They are in a very strong position with Fabragas, they know he will sign for them. That transfer will happen even if they don't increase their offer by that much.

Saw him on earlier. Doesnt seem like he has any news, or he is keeping quiet.
World cup starts soon so Yaya's hand will be played this week, if indeed he has a hand to play. Agent could be talking bollocks of course and he hasnt been talking to any English club and hasnt agreed to any deals in principle.
Time will tell.
Edit:- The only thing keeping my hopes up about this is no "Official" denial with quotes from the club.
