Like someone already said. Songs that mean something to you are synonymous with something that happened in your life at the time. So the saddest song to you will most likely be something personal, but mean fuck all to anyone else.

 
This strongly reminds me of my first date, which was something of a flop. Since then I've never been able to tell if it's a actually just a sad song anyway or just makes me miserable because of what it reminds me of.

The rest would be personal. Anyway, my wife (haven't got one but dog doesn't work) could've been shot dead during 'Happy Birthday' - a lot of songs are sad songs when you're sad.
