Seems a bit strong Police asault .should have got an on the spot fine for being a dick and that the end of it or he should have gone to crown court charges might have got dropped or jury find him not guilty

I would suspect a lack of resources and the 'unnecessary' extra duty of care,that such action would entail,is the main factor.
