It's only a dropped ball if the ball hits something that shouldn't be on the pitch, for example a BALLOON! Grrr...

The ref and assistants are treated as part of the game, like the players.

Pretty sure you can be. As far as I know, it's only corners and throw ins that you are exempt from the offside rule.

Though I have never heard of it happening (though as you can get sent off for aggressive walking, anything is possible)
