I think he'll probably do an awful lot of nothing. Small economies here and there.
The recent Tory budgets had been headlined by cuts to disability and other social benefits that they've had to roll back on due to public outcry, and each time it has hurt their image and helped Labour paint them as the "Nasty Party". The internal pressure from the backcry has led to more of the Brexit domineers ousting the centrists.
May's Government can't really afford another big hit at the moment in the press. I think he'll attempt to be as uncontroversial as possible in order to keep the ship from tipping over.
