I don’t understand your point? What I would say from experience is criminals drive cars, what better way to catch them then to stop cars; a person disqualified from driving often more likely to get prison time than if the same person committed a burglary unfortunately.I did say it wasn't 'usual' and that applies to being stopped by police randomly for driving license queries.
