The reason the terrorist was on a "standard" sentence was a decision of the Appeal Court in 2013 after he had originally been sentenced on an IPP tariff, which would have required any proposed release to come under automatic review by the Parole Board. It seems the Appeal Court judge did recommend that any proposed release should have been approved by the Parole Board but this didn't happen for whatever reason and he was released on licence without review after serving 50% of the sentence.Yevett Cooper caught out in her criticism of the early release of Usman Khan.

I don't think either Cooper or Patel can make much political capital out of this as it seems to have been a failure of administration rather than legislation.

Prior to 2012, release after half the sentence with controls (tags etc) was mandatory. After 2012 it was tightened to be determined by the Parole board or overridden for a longer time period if the judge decided as such. Khan succesfully appealed against the judges ruling to put it back in the hands of the Parole board. For whatever reason he was released.What are you saying needs changing?
