I know it’s the Mail but they’re using the government’s own figures.
16,000 for 25,000 that died during the peak, died not from Coronavirus but because of lockdown, in 5 weeks.

The figures themselves are actually estimates based on various assumptions. One of which is that the corona virus deaths of 25,000 are the numbers who would not have died of something else during that period or sometime later within about a year,
They are not the number of actual deaths which are higher.
he government also estimate that most of the excess deaths not formally due to cornonavirus are due to undiagnosed coronavirus or people not seeking urgent care without distinguishing between the two , both have probably happened though in what proportion is essentially unknown at present.
They are not attributing any deaths that have currently occurred as being due to lockdown as such. They do estimate knock on effects for the health service later due to lockdown and also due to being unable to access other medical services whilst covid stops the service from working properly.
