For what it is worth the GM total today is an utterly absurd 3858 - miles above anything it ever has been. That's only up 2359 on yesterday.
That is 84% of the whole NW cases today as most other areas in the NW went down for the reason I guess Manchester went up. As a made up example - someone living in Warrington but tested at uni in Manchester got swapped. So Warrington goes down a case and Manchester up.
Multiply that thousands of times and it seems to be what has happened.
