Yes they can. But no they won't.
United will make top 4 and probably one of Liverpool or Chelsea.

Man City/Livpool 1st/2nd
ManU 3rd
Arsenal 4th
===
Now... I think

Man City
ManU
Chelsea
Probably Leicester - but Liverpool/Totenham/Arsenal will challenge.

It would be a dream. However I think Everton will fall short and West Ham probably too.

Would love to see the hammers get into top 4 and knock one of the established teams out of the Champs League places.

1. City
2. Leicester
3. United
4. Chelsea

5. Liverpool
6. West Ham
7. Everton
8. Tottenham
9. Aston Villa
10. Arsenal

Tottenham and Arsenal will be nowhere near top 4.
