Met appear to be falling back on a policy decision rather than a legal position. I understand there’s a 3 year limit on charges being proferred. This actually smacks of self interest from those at the very top of the Met. Shameful.

Did any police on duty in Downing Street that night report it? To whom? How far up the chain of command before the order came back not to arrest anybody?
