I think it's clear to see the FIA have fucked this up, went for the drama over the sport.
The rules were clear and it's the whole reason Mercedes went with the strategy of not pitting under the safety car. If they had pitted, Red Bull would have stayed out knowing it would end under the safety.
Last week was tough on Masi, he had loads of subjective things to deal with and precedent from the whole season.

One of the biggest cock-ups I can remember in sport.
They basically let all the cars through that would of meant the race ended under safety car and Lewis wins, or they don’t allow any cars to pass and Lewis has 5 cars between him and max and again Lewis wins the title. So the FIA did neither and created a situation where Lewis didn’t stand a chance.What does it mean to let those cars go through? It looked to me that Verstappen was asked to go in front of them, so it was him that went through.
Also, why would it have made any difference if the other lapped cars had gone through? Surely, the restart would still have been with Hamilton and Verstappen in first and second place anyway?
I don't see how the FIA get out of this. Mercedes will go to CAS unless it's changed.

Well said. This is absolutely the point Mercedes will be making. This is rule 48.12. I have read it and re-read it, and there is complete clarity in what is states. There is no wriggle room. Of course if this is the case, it remains to be seen what the remedy might be, given that neither driver did anything wrong.The rule is racing will not restart until one full lap after all cars lapped have gone through. That would have taken it into the last lap under yellows and behind the SC and the race is over.
Merc and Lewis have been shafted.
