They do but suspensions are still carried across, so a booking for Cancelo and De Bruyne in this 2nd leg will see them suspended for the 1st leg of the Semi Final.

Rest De Bruyne and Cancelo as they're both on yellows. Replace with Gundog and Zinks, sorted.

It’s a clean slate regarding yellow cards for the semi finals mate, so it doesn’t really matter if they picked one up in this game.

It's the UEFA press sheet for bookings, says Cancelo and De Bruyne will miss the next game if booked.

The yellows reset at the Semi-Finals like you said, however, Cancelo and De Bruyne still run the risk of suspension for the 1st leg of the Semi Final if they are booked in this quarter final 2nd leg.

The reset rule is to protect players missing the Final. Is it still possible to miss the 1st leg of the Semi Final though.

It doesn't mention anything about accruing a 3rd yellow in the quarters, results in missing the semi-final first leg

Yeah it's not the best wording.

Son was suspended against Ajax 3 seasons ago for a foul on De Bruyne funnily enough:
