More likely we would lodge a complaint with EUFA (our best buddies lol) and they would force Barca to pay (or be fined, docked points etc) but I would imagine it's way better for us (at least for now) to have the Barca board onside and owing us one...

I think they genuinely thought, “let’s get one over on City and up the bid” to then see us pull out and larvae them exposed. They don’t want to pay the amount they offered and are now trying to negotiate again on the fact it’s only them in the race. Many deals are done for less than what a club said they wanted for a player. Also and very importantly the method of payment may be a big issue in this case. For example you may rather be paid 20,000 you are owed straight up rather than 22,000 over 4 years in annual installments.
