Burnham did not raise this with the powers that be just as an Everton fan, he used his authoritative position as the mayor of Manchester to try and influence. Once he did that he absolutely opened himself up to questioning as to why he has never been interested in the very similar injustices taking place against a club in the city he is mayor.
Fair comment, but the commission did state that it ignored the PL's sanction guidelines. Everton also said what they thought would be a fair sanction. This was ignored too.

What did he say after CAS? Everton have appealed so the process is ongoing. Burnham is calculated like all politicians. He won’t back City unless he thinks there are votes for him. And that will be never because virtually the whole media and a huge number of gullible football fans are against City not to mention the fan bases of LFC and MUFC. It wouldn't require much to blow away City's preposterous charges, the body of evidence required to prove this nonsense simply isn't there, if it was, after all this time, we'd be talking punishment not independent wotsits.
