It should be case by case so genuine thieves remain convicted.
Trying to post an eBay sale the other week was like getting popcorn at the cinema.
Punishing a handful of criminals who may have stolen a few grand 20 years ago in exchange for having unfounded convictions hanging over hundreds of people's heads for years to come is not a good trade.
In any civilised society, protecting the innocent and maintaining their freedom should be far higher priority than catching thieves.
