Chelsea have three issues to contend with and the one you reference is indeed for next season but the other two are potentially far more serious:Chelsea will have a case to answer next season and unless they come up with some incredible transfer income they are in very serious doo doo.
The new owners have reported potential issues with previous years accounts. Although they are from the Abramovich era it will be the club that receive any punishment. You'd assume there could be some mitigation though.

Finally, it is almost certain that they will fail PSR for 2023-24 by a huge margin. They need to raise way over 100 mill net profit on player sales by June 30th this year.
