Because they're likely to appeal. It's messy enough as it is, but imagine if they get relegated by a point. The 2 points is likely to be reduced to 1 on appeal. The other team thinking they're safe and find out after the season has finished that they're actually relegated. Needs finalising before the start of next season as two sides can't start the season without knowing which division they're in.

If I were Luton I'd be instructing the lawyers now. It makes no sense what they've done. The rules are the rules and the punishment should be the same. Can't have this oh we've already docked you points before so we can't dock you points again bullshit. Looking at how bad some of the decisions both Burnley and Sheff utd have had go against them (refs/Var) since Everton's first pts deduction, it seems to me the Premier league are covering themselves.
They don't want Everton to go down because of the massive shit storm it would create, but want to be seen they're in charge/control of regulating. So hamper any attempts of Burnley, Sheff utd gaining enough pts of trying to stay up at any cost.
It's all a big ball of corrupt shit and is looking worse with every passing week of the season.
The last 7 games for the top 3 to decide the title will probably bring up even more controversy, highlighting the seediness of the so called best league in the world.
