Yup. Once the allegation is proved on the balance etc, the PL tell the panel what sanction they would like to see. The panel can, and do, vary this sanction based, for example, on mitigation.
Whether this is in the rules or the PL are just making it up as they go along, I don’t know but, if you look at the panel’s final statements in any case, this is what is happening.
