If I had to to surmise and there are far better posters than me on here, is it they're trying to enforce 2019 rules into 2011 alleged breaches.
If there's no compromise and a full hearing goes ahead and either party appeal we could still be 18 months away, not good for City and there's no way Masters could survive that.

Masters got pressurised into saying Autumn. I would not be surprised if this is fanciful due to the complexity of 130 charges, plus any subsequent potential appeals…
