The bar is high and if the PL have 'evidence' of serious fraud, then they would have been duty bound to inform the SFO.
Many of the other charges will likely be disputed on technical grounds such as Mancini's contract which was signed before the PL introduced FFP rules so how can City breach rules that did not exist.

With my Cassandra hat on, I think, win or lose, the consequences for both City and the Premier League are impossible to call. If City decide that the charging and/or the conclusion of the ‘Independent’ panel is vexatious and unjustified by the evidence then their owners and maybe some of their associated parties may bring an action against the Premier LeagueIF we lose we are done as a club, that's how big a deal this is.
