Most people are basing it on 45 minutes of football that they've seen him play.
Also as with all Pep signings but especially DM's there will be a bedding in period

Agree totally & to be honest, Rodri needs a motivational challenge for his place - as well as a rest during a long season - when he returns.I think it's based on the fact he replaced Rodri at HT against England and played well and most commenting on here haven't watched more of him than that.
We need someone else in the middle of the park if we're going to win anything this season. He's an excellent player who can help us this season and also play alongside Rodri moving forwards so it makes perfect sense to bring him in. If we can stay in the fight then bring in some reinforcements in January we could still challenge in the big competitions.
Whilst we've got injuries and fatigue, other than Kovacic there's a real lack of energy in the middle of the park even with Gundo and De Bruyne fully fit. There are a lot of good teams in the league, with a lot of energy and a lot of quality and we need to improve if we're going to win it.

The issue is the player will not want to move midseason. Although he has been complimentary about both City and Rodri he had already turned down Liverpool last summer with the supposed release clause in place and we have a DoF retiring at the end of the season. Maybe he didn’t fancy the dips. This is pep and city so a complete different animal to say no to. Add in Rodri to the mix and it’s a no brainer.
