There's a huge difference between being a captain and a leader, Balo was never going to be captain and didn't possess that quality but he was definitely one of the leaders, he had a sense of responsibility to step up to a challenge and rally the team for a fight.

I can only imagine the self inflicted tribal scars Pep would have on his face right now if he had managed Balo
