Let’s say this was a teacher accused of abusing a pupil the police wouldn’t say “let your professional regulator investigate this for 4 years before we think about arresting you”.

The 2 investigations would just run simultaneously.

If the teacher was charged or convicted that would essentially seal the deal for the regulator.
 
i see your point but the reverse could also be true in that if its black and white its either guilty or not and therefore not open to interpretation, however when its subjective then its easier to find guilty on (im thinking of the CAS ruling) even tho its bullshit and spurious at best.
I think the mutual 'acting in good faith' clause could be activated in a defense of any borderline subjective decision.
If it's unclear and a possibility either way, then they should assume we were acting in good faith, so that we can believe they are too...
If they didn't do so, it would presumably give us a 7 lane carriageway for our coach and horses to go after the 'then why haven't they scrutinised certain other clubs in sinilar fashion?' angle.

Manchester City should have made it all stop after the CAS verdict was released with court cases brought to anybody calling us cheats, The media and Sky BBC talksport should have been put in their places but the £10million in fines left the door wide open for another attack, Why on earth settle for a fine of £10 million for not corresponding, when it's a 2 way thing and they had to find us guilty of cheating, because all of our accounts was released to the public and Uefa

When you clearly stated we had done nothing wrong but take a fine of £10 million for not corresponding then it was cannon fodder

100% . Our clubs name has been tarnished.
