No. I think such actions cause instability. But i think he wants to use sanctions as a negotiation tool. I'm not happy about doing it with friendly nations in general. But I'm not happy with friendly nations taking advantage of America either. Granted, that's more Mexico than Canada.

5 - Siding with Russia - You say negotiating with both sides, yet there has been no talk (at least in the publiic domain, which is all we can judge things on) about Russian concessions, just Ukraine giving up its resources to America and its territory to Russia. Combining this with 4, this isn't negotiating this is bullying, threat and intimidation and you should be able to see that
