The NHS isn’t a holistic organisation. It’s a conglomerate of hundreds of hospitals, thousands of GP practises, etc etc. NHS Supply Chain exists but AFAIK individual providers aren’t mandated to use it.

There are loads of procurement partnerships around the country that negotiate contracts on behalf of NHS organisations too.
