City, like every team, have a budget. Fans care about who comes in. If all the budget was spent on one crap player there would be nothing left to buy any others (as an extreme example)

Contrary to what one might think, Cherki’s main strength isn’t dribbling. It’s mostly his vision of the game and his ability to constantly find passing angles that break the lines. He’s completely two-footed and has absolutely exceptional technique, so he can put the ball wherever he wants.
As for his weaknesses, there’s the defensive contribution (despite notable improvement) and the fact that he doesn’t stand out physically.
He made great improvement in decision making this season. We’re all very curious to see him under Guardiola, but I think in any case, the risk is very limited for you.
Option A: he becomes a starter and turns into a world-class player;
Option B: he takes on the role of a super-sub, which he can easily handle, especially against low blocks;
Option C: it doesn’t work out and you sell him for 20 million euros to another club.
I think it’s more useful to watch full matches than highlight reels of him :
