It's my understanding that Beitar Jerusalem and Maccabi Tel Aviv are by some margin the two clubs that get done the most for racist chanting/banners by the Israeli FA. Beitar historically have a really terrible reputation but apparently it's become an increasing problem with the Maccabi fans too.
Is the risk from a bunch of racist violent ultras a sufficient reason to ban all away fans? It's not ideal as there will be decent fans who miss out but it's not an extraordinary decision. Given the nature of the racism and the ethnic mix round Villa Park (and to be clear it won't be one way racism) it's probably a sensible public order decision.
It's worth noting that after initially suggesting the Maccabi fans were the victims of anti-semitic violence after the Ajax game, the Mayor of Amsterdam subsequently changed her view when the facts emerged and berated the police services for not providing her with intelligence about the nature of some of Maccabi's travelling support.
